This bulletin explains how masters, deck officers and any other crew member can meet certification and familiarization training requirements for those on certain ships operating in polar waters. This bulletin provides details on the Basic and Advanced training requirements and certification requirements for those masters, chief mates and officers in charge of a navigational watch on board who wish to comply with the international requirements before the Marine Personnel Regulations are amended.
Canada, as a party to the STCW, will have to fully comply with these new requirements by that date. Until such time that the Marine Personnel Regulations are amended to implement these international requirements, TCMSS has developed interim measures covered by this bulletin that will allow the relevant members of the crew operating in polar waters to participate in the new program of training and certification, if they so desire.
Masters, chief mates and officers in charge of a navigational watch on board ships operating in polar waters will have to hold a CoP for personnel on ships operating in Polar Waters, as required by the Polar Code. To obtain a CoP for personnel on ships operating in Polar Waters, a candidate must complete a basic polar waters training course for personnel on ships operating in polar waters.
Masters and chief mates in charge of a navigational watch on board ships operating in polar waters will have to hold an advanced CoP for personnel on ships operating in Polar Waters, as required by the Polar Code. To obtain an advanced CoP for personnel on ships operating in Polar Waters, a candidate must meet the requirements for certification in basic training for ships in polar waters, have completed an approved advanced training for ship operating in polar waters and have at least two 2 months in total of sea service within polar waters or in waters with acceptable ice conditions Footnote 5as master, chief mate, officer in charge of the navigational watch or as a pilot, ice navigator or ice adviser.
Until July 1,seafarers who commenced approved seagoing service in polar waters or acceptable ice conditions Footnote 6 prior to July 1shall be able to establish that they meet the requirements of advanced training for ships operating in polar waters by:. If your situation falls under one of the transitional provision paragraphs above, submit your application and supporting documentation to a TCMSS office.
For your seagoing service to be approved, you have to submit your sea service using the testimonial form form E or provide a declaration that contains the information the testimonial form requests.

The merger was recommended last year by a consulting firm hired by the city to do an organizational review of the public works department and the Stillwater Board of Water Commissioners. The Stillwater Water Co. The city bought the water company in and appointed an independent board of commissioners to manage it. A public hearing will be held Tuesday during the Stillwater City Council meeting.
Any merger of the departments would require an unanimous vote of the Stillwater City Council. If not unanimous, the measure could be decided by referendum, McCarty said. If the amendment passes, the city would create an advisory utilities commission to replace the water board and establish a separate water-utility enterprise fund. It is anticipated the three current water board members would transition to the utilities commission, along with two additional members, he said.
Daily operations in the water department are not expected to change under a merger, McCarty said. Payroll, personnel, technology, legal and other operational support would be centralized under the merger. The water department would be one of five utilities under the umbrella of public works: water, storm sewer, sanitary sewer, signs and lighting.
The historic s building at N. Third St. Steve Speedling, president of the board of water commissioners, said he was glad Stillwater residents will have a chance on Tuesday night to weigh in.
It will be interesting to see how the community responds to it this time, compared to last time. Those participating in a mail-in referendum were overwhelmingly against such a merger, with 79 percent, or 3, residents, voting no. I just want the process to play out and make sure the community is on board. Karen Jensen, water board member, hopes residents concerned about a possible merger will speak up. We have among the lowest rates in the metro area. Jensen said she would like to see the water board stay an independent entity.
I believe a precedent was set with that vote, and that precedent should have been carried on. When you turn your faucet on, the water is still going to come out. The Stillwater City Council meeting starts at 7 p. Members of the public can participate in the public hearing online or by phone. By Mary Divine mdivine pioneerpress. Our target is a rapid peer review process, editorial decision and publication. The authors will receive the referee's comments within 4 weeks from the manuscript submission, for Report papers, and within 8 weeks, for Article papers. Research articles — Research articles report original research results that are never published before on the main topics of the Journal.
Submissions may contain up to 20 manuscript pages, roughly words with an up to words abstract. Manuscript longer than 20 manuscript pages, up to 50 manuscript pages, can be accepted as Articles. The increased length of Articles relative to Reports must be justified by their scientific content and significance.
The abstract can have a maximum of words. Anywaypapers should not contain more than words, and not more than 8 figures and 3 tables. Papers should contain extensive data reports: 1. Data papers are required to report an accurate description of all methodological aspects of the sampling procedures and sample analysis. Authors are encouraged to organize data paper dividing introduction, methods and results description from data lists that have to be reported in Appendix.
Review articles — Review articles are expected to be pivotal papers providing synthetic overview, critical commentary, historical and multidisciplinary perspective, primarily by established scientists and outstanding experts in transitional aquatic ecosystem ecology and management. Reviews will be generally invited papers, but aspiring authors should feel encouraged to contact the Editor-in-Chief.
View point articles, Brief notes and Editorials — Are short papers discussing specific scientific themes of recent interest, or new science frontiers. These are generally invited papers, but aspiring authors should feel encouraged to contact the Editor-in-Chief.
The structure of these papers is free but a brief abstract of maximum words is required and papers could be no longer than 5 pages. Project Reports - Reports and articles are expected to disclose original and innovative work that substantially advance a field, overturn existing ideas or enhance the knowledge on transitional water ecosystems at eco-regional level.
Reports are expected to be concise and effective presentations of theoretical, analytical, experimental, empirical, historical, or descriptive work, with an average length of printed pages.

US crude inventories unexpectedly declined in the week ended Sept. Commercial crude inventories fell 1. Some of the decline is due to the series of storms that have hampered oil production in the Gulf of Mexico in recent months.

Rystad Energy estimates another rise ofbpd in August from the same regions, which would take the total for the month to a peak of 9. The guarantees for paying for the cleanup cover only 1 percent of estimated costs. To drill a well, companies usually need a bond, which ensures that they either cover the cleanup costs or forfeit a certain sum at the end of its life. However, the amount paid in many states is significantly less than the cost of plugging the well.
Dozens of shale producers have already filed for bankruptcy protection this year, with filings accelerating after oil prices crashed in March and US shale producers curtailed production in the following months. How to Build a Survival Kit
According to law firm Haynes and Boone, which tracks bankruptcies, as of Aug. Combined with the rest of the filings this year, that represents a 62 percent increase over this time last year. It has now moved closer to that limit again, with tanker-tracking data showing exports at their lowest in 23 months. The curbs initially started at 9. The alliance has 2. Still, not all members have submitted plans to implement the extra reductions.
Additionally, export opportunities remain bleak due to US coal being less competitive than producers in countries such as Australia for Asian buyers who consume much of the exported coal. The analysis sees downside risks to production growth forecasts in the long run. Oil production from the US lower 48 states, excluding the Gulf of Mexico, peaked at 9.
A gradual decline in shale oil output may nevertheless have started in September as onshore drilling remains below the level required to maintain production in nearly all US oil basins. Rystad Energy projects US onshore production to begin rising again in the second half of Baghdad failed again to implement compensation cuts to make up for overproduction between May and July.
The US granted Iraq a day waiver to continue importing electricity and gas from neighboring Iran. Secretary of State Pompeo threatened to close the US embassy in Baghdad unless the Iraqi government takes more decisive action against Iran-backed paramilitary groups.
By some accounts, the process of drawing down the embassy has already begun. Both sides blamed each other for starting the fighting in the Caucasus Mountains, the latest flare-up in a decades-long conflict, and the worst since a five-day war in in which more than people died.
Whenever fighting has erupted between Armenia and Azerbaijan over the disputed territories, Moscow has forced the two previously Soviet states to the negotiating table. France, Russia, and the US have called for an immediate ceasefire. Should there be a President Biden administration next year, rejoining the Paris Agreement would be both likely and straightforward.
The Agreement allows members to set their own emissions targets. Under President Obama, the US pledged to curb greenhouse gas emissions by percent from levels by That brings the third-biggest economy into a loose but essential consensus with the second largest EUfourth largest Japanand fifth largest California.
Two of the biggest economies remain outside of the consensus: India, at No. The measure would penalize the greenhouse-gas pollution produced by factories outside the region that ship their products into Europe. The European Parliament voted last month to require that oceangoing ships pay for the pollution they cause when carrying cargo to and from Europe by bringing shipping under the EU Emissions Trading System.
The plan is drawing sharp criticism from the shipping industry and raises the prospect of a broader conflict on trade. Any charges will add to the cost of moving goods through European seaports, making the carbon fee an effective tariff.
At its current rate, such melting would dump vast quantities of fresh water into the sea, raising global sea levels and disrupting ocean currents.

This new finding, contained in a study published Monday in the journal Nature Climate Change, finds that the reduction in the mixing of ocean layers is piling up warm water near the surface while cutting back on the circulation of cold, deep water.Drat, I just got a kindle this Christmas. Guess I should have waited on more year.
What better method of delivery. Price razors at a really low point and then racketeer customers with the blades. Wilbur: first of all, allow me to congratulate you for the brilliant, witty, and glorious remark. Thought it might help you not be an ass on the internet the next time you consider quipping your thoughts. Relax, he made a reasonable and valid point. So yes, it absolutely could happen with some subsidy magic, and the graph is an interesting clue that might indicate as much.
Which should be about now. Why not just focus on sending free kindle to their biggest ebook subscribers and ebook clubs, I mean common sense tells me that they would more likely purchase ebooks than a movie subscriber. Why would I want a movie along side kindle. I think the goal is to get new customers, or increase purchasing among low-volume users. The top buyers are probably already buying every book they have time to read.
My books are selling smartly for ereaders, too. In fact, The Righteous, my thriller set in a polygamist enclave has sold 1,000 copies in the last week for Kindles alone. The OECD report puts the cost of printing a typical paper at 28 per cent and the cost of sales and distribution at 24 per cent: so the physical being of the paper absorbs 52 per cent of all costs.
We buy less kindle books because a with a physical book we can buy one copy and share it. If this was possible with kindle books my family would buy more snooks.
Set up a specific account just for kindle books and register all your purchases with that account. Two iPhones, 2 iPads, two computers, one ebook. We all have access to all the books on the account. I wonder if that will extend to Prime customers of non-US stores. This idea of giving Prime members free Kindles was actually first theorized in Feb. But the story is written as though it was just a while ago. A very low price Kindle or bundle with Amazon Prime will be a huge win for the platform.
I did notice the other day that an Amazon Prime subscription beats a CostCo membership hands down. Once you get me from visiting a box store (great. This is as weird as it gets. Unless Amazon wants to piggy back on the logistics chain it has already set up. Amazon will probably give Kindles away to encourage people to buy eBooks. It would be a great marketing strategy. Yes, this is something that is firmly of the LAST century.
It should be obvious by this point that gadgets are not the value proposition for consumers. Not so slowly but surely, the cows are being led down the chute to paying for the content they consume.
